Indiana Lawmakers Move to Criminalize Doxxing After Swatting Threats

(INDIANPOLIS) - Indiana lawmakers are moving to make doxxing a crime after a wave of threats targeted state officials at their homes.

Senate Bill 140 would make it illegal to publicly share someone's personal information with the intent to threaten, harass, or cause harm. Under the proposal, doxxing would be charged as a misdemeanor on its own, but could become a felony if it leads to serious injury or death.

The bill comes after several Indiana lawmakers were hit with bomb threats and swatting calls during the state's recent redistricting fight, prompting renewed concern about the safety of public officials and their families.

Supporters say the bill closes a gap in current law. While threats and false police reports are already illegal, they argue doxxing itself is often the first step that puts people in danger.

Not everyone is convinced. Some lawmakers have raised concerns about how intent would be proven and whether the bill could overlap with existing laws or run into free speech issues. Senator Liz Brown of Fort Wayne said simply sharing information, without a direct threat, could be difficult to prosecute.

The bill is expected to be amended and debated further in committee this week as lawmakers work to tighten language and clarify enforcement.

If approved, Indiana would join a growing list of states creating specific criminal penalties for doxxing.
